At current, the Federation spans a diameter of 10,000 light years across both the Alpha and Beta quadrants and is made up of over 150 planetary systems that agreed to exist semi-autonomously under a single central government. This was based on the principles of universal liberty, rights, and equality, and to share their knowledge and resources in peaceful cooperation, scientific development, space exploration, mutual defense, as well as necessary military operation. The five founding and permanent members of the Federation are Earth, Vulcan, Tellar, Andor, and Alpha Centauri. Earth is the origin world of the Federation and its capitol, located in sector 001.
At current the UFP is by far the most dominant power in both the Alpha and Beta quadrants size-wise, militarily, technologically, and economically. They currently have the greatest control on trade as well.
It is important to note that due to the size and complexity of the Federation, as well as the various species within its ranks it has many working and moving parts that are coordinated by a very vast number of citizens on a day to day basis working at both the local world and Federated levels in tandem. Each planet has its own world government with its own day to day issues it must address and manage. Each world, however, is subject under the laws and charters of the Federation for which is it a member. All member planets must at minimum meet and adhere to the laws and charters of the Federation. In some situations they may exceed the Federal laws but never subvert them.
There are three main branches of the Federation Government:
- Legislative Arm
- Executive Head
- Supreme Judiciary

Legislative Arm
There are two houses of power which make up the legislative arm of the UFP: The Federation Council (Upper Chamber) is the the more senior and powerful of the two houses. The Senate (Lower Chamber) is the junior but much larger of the two houses.
- Federaton Council (Upper Chamber)
The Federation Council is seen as direct representation and authority of the worlds which make up Federation itself. Each council member has their respective cabinet members but there is exactly only one representative for each world of the Federation who occupies one seat each on the Federation council. It is important to note that a Federation Councilman is NOT the designated leader for the planet which he/she represents. They are the Federation's Statesmen and are elected through Federal elections on their respective world by the citizens of that world to represent their planet. Each planet maintains their own elected or appointed officials for local world government which is an entirety separate process unique to each planet member.
The Federation council primarily votes on bills passed to them by the Senate. They may also decide to propose amendments to the said bills and send them back to the senate. They can also table or decide not to address a bill at all. It is completely at the Council's discretion if they decide to address a bill or not. Due to the sheer number of bills passed to the council in a given year it is typically not possible for them to address every one sent so some are given more priority than others. Many bills are also not favored by the controlling party of the council. Typically bills that are of urgent or great importance will be addressed on the floor and voted on. Bills which also hold great popular support among Federation citizens are typicality given priority as well.
Because it is extremely rare for the Council to agree on every aspect of an initial copy of a proposed bill from the Senate, bills approved by the Council are normally amended and sent back and forth from the Senate and Council until they have one final copy both chambers agree on. Most bills in Council session require a slight majority (51%) to pass forward while some require a great majority (67%) to pass. Bills which are passed forward go to the Executive Head for the President's office to review. The President himself ultimately decides whether to sign the bills into law or veto them. If a bill is Vetoed by the Federation President his/her veto may be overridden by a combined great majority (67%) of both the Senate and Council. This is a very rare occasion however and has only happened a handful of times in the history of the Federation. It is rare that a President will veto a bill which has such overwhelming support and popularity from both the Legislature and the people but it has been known to happen.
- Senate (Lower Chamber)
The Senate, or junior house of the Legislative Arm, is seen as the direct representation of the citizens of the Federation. There are hundreds of senators, all of whom represent the people themselves of the various worlds of the Federation. This must be distinctly understood in that, unlike the Council, the senators do not represent their world government to the Federation. It is common practice and tradition for senators to run for council office after they've obtained much experience in the senate if they so choose.
The number of senators per Federation world is NOT equal. A great deal of consideration of many factors is done when deciding how many senators a planet may have and this number changes over time as well. While this has been a traditional point of subtle controversy since the formation of the Federation it is ultimately accepted as the best fair system of practice for now and the foreseeable future. When determining the number of senators a planet may have the department of surveyance and measures under the direction of the Supreme Judiciary looks at a host of variables. Some of these variables include: population as proportional to planet size and landmass surface area; resource contribution; technological & scientific research contribution; industrial support to the Federation & Starfleet; and economic as well as social stability.
While this may seem unfair to some it was seen as more vital to acknowledge the greater contributions of some planets over others for the Federation as a whole to prosper. Generally over time, as a world becomes more developed it will gain more representation in the lower chamber. This system also exists for balance of planets with different resources and populations. For example, agricultural planets yield high amounts of food resources but have much lower populations per square kilometer due to the space required for farmland to produce that food resource. Therefore their lower population is offset by their resource contribution allowing them to have balanced representation in the senate. Ultimately, in any case, each planet still has 1 Council member on the Federation council which is more important.
Generally, the Senate creates bills to pass to the Federation Council in the hopes of best putting forth the will of the people of their respective planets and districts. While the Council decides what it will pass forth or not to the Executive Head it does not create new bills. This responsibility and privilege falls solely to the senate. Senators fulfill a term of 3 years while Councilman fulfill 6. Senators are also part of various committees which provide a host of different services and oversight to the government under the supervision of the Council.
The Senate and Council may pass official declarations of war on other territories but it must be approved by the President. This process works in reverse as well for the President.
Executive Head
The Executive Head is the central branch of the government which represents the executive authority of the Federation. It is composed of the President's Office, the President's cabinet, the Joint Chiefs of Staff (Fleet Admirals & Field Marshall), the Diplomatic Corps (As part of the state department), and the executive staff.
The powers of the President are vast but not absolute, meaning that while he/she has a wide birth for giving executive orders and commands he does not have the power to create new legislation on his own. The President may sign new finalized bills from the Legislative Arm into power or he may veto them but he does not have the power to create or amend new or existing bills. If he vetos a bill he can be overridden when the bill goes back to the legislature if both the senate and council each vote with 67% approval to do so. This has happened only a handful of times however in the entire history of the Federation for two reasons: Firstly, it rare for a President to veto a bill if there is such overwhelming support from both the legislature and the people. Secondly when a President does veto a bill it is extremely rare in both chambers of the legislature to garner enough bi-partisan support to gain a yes vote of 67% or more to override him.
The President is the senior-most member and Chief of the President's Office, which means he is the senior-most official of every department of the President's Cabinet as well. The president's cabinet is divided into several departments which oversee all areas of managing concern of the Federation. (ie Department of Starfleet, State Department, Department of Justice, Dep of Agriculture, etc) The Vice President is second in charge of the Pesident's Office and the senior-most member of the Legislative Arm, giving him the power to Preside over the Council and Joint session of the senate and Council. In the rare event of a tie vote in the senate the Vice President will cast the tie breaking vote.
The President is the Commander in Chief of Starfleet as well as the Chief Ambassador of the Federation. As Commander in Chief he has the power to promote members of the Admiralty to the rank of Fleet Admiral or Marine Generals to Field Marshall, the highest ranks of Starfleet and the Federation Marine Corps. These ranks are only attainable through appointment by the Commander in Chief. An officer who achieves this rank also becomes a member of the joints chiefs of staff of the President and is therefore represents executive authority through the ranks.
